Ephraim Moses Lilien created the iconic image of Theodor Herzl leaning over a hotel balcony in Basel during the First Zionist Congress. The photograph captured the longing of Jews in exile and their determination to reclaim sovereignty.

Lilien supplied early Zionism with much of its visual imagery through his illustrations and photography, though his role has largely been forgotten.
