The Joint List and the United Arab List (Ra'am) signed a surplus-vote agreement ahead of the elections to prevent votes from being wasted.

The parties pledged to run a fair and clean campaign without smears, defamation or incitement. The agreement will be submitted to the Central Elections Committee after candidate lists are approved.
