Montreal passes amended motion that does not cut ties with Israel...

Montreal city council passed an amended motion that does not sever ties with Israel. Rabbi Saul Emanuel of the Jewish Community Council of Montreal stated that the proposal's very existence shows how the city has changed.

Emanuel described the amended version as substantially improved but not a good motion, noting the council could not simply reject it outright.
