US presidential special envoy Tom Barrack has maintained longstanding financial ties to TI Capital and its founder Ziad Ghandour. The firm is behind a proposed $15 billion oil pipeline project designed to bypass the Strait of Hormuz.

Barrack has served as special envoy to Iraq and Syria as well as US Ambassador to Turkey.
