The United Kingdom threatened sanctions after Israel opened bids for homes in the E1 settler area. France, Germany, Italy, the Netherlands, Norway and Canada also condemned the move.

The E1 project lies east of Jerusalem between the city and the Ma'ale Adumim settlement bloc.
