Iran used the months after a June memorandum of understanding to advance preparations for wider conflict, according to Arab intelligence officials and security sources cited by The Wall Street Journal.

Tehran maintained a separate plan from the diplomatic agreement celebrated by US President Donald Trump at Versailles.
