In February 1947, British Foreign Secretary Ernest Bevin declared the competing demands of Jews and Arabs in Palestine fundamentally irreconcilable. Britain subsequently referred the Palestine Mandate to the United Nations.

Jewish representatives sought establishment of a sovereign independent Jewish state. Arab representatives sought to prevent Jewish sovereignty in any part of Palestine and halt further Jewish immigration.
