Democratic governors face looming deadline to opt in for educational tax credit...

Regulations for a new federal educational tax credit program were published on Thursday. Governors now have until the end of the year to decide whether to opt their states into the program.

The program has been championed by many Jewish community groups and opposed by teachers’ unions.
