Schanzer states that diplomacy has failed to curb Iran's nuclear program and proxy activities, and that existing international rules constrain effective U.S. responses.

He calls for a revised strategy to offset Iran's oil revenues and munitions advantages. Schanzer links success against Iran to the potential creation of the IMEC energy corridor involving Israel and moderate Arab states, while failure could strengthen the STEP alliance of Saudi Arabia, Turkey, Egypt and Pakistan.
